We learn from reading the USDOE guidance that “Congress in its ARRA conference report indicated its intent that grantees use some of their Title I funds for early childhood programs and activities.”
- Strengthening and expanding early childhood education by providing resources to align a district-wide Title I Pre-K program with state early learning standards and state content standards for grades K-3 and, if there is a plan for sustainability beyond 2010-11, expanding high-quality Title I Pre-k programs to larger numbers of young children;
300.814 Other State-level activities.
- (e) To provide early intervention services (which must include an educational component that promotes school readiness and incorporates pre-literacy, language and numeracy skills) in accordance with Part C of the Act to children with disabilities who are eligible for services under section 619 of the Act and who previously received services under Part C of the Act until such children enter, or are eligible under state law to enter, kindergarten;
Sustainability, early intervention, pre-literacy, language and numeracy skills, promotes school readiness and are key components found in the DOE’s guidance. I add one more: research-based.
